REPORT OF THE OPERATIONS/AGENDA COMMITTEE

FOR APPROVAL

1. Senate Election Procedures: Students

Recommended: That the Senate Election Procedures for students be revised by:

1) removing an unnecessary reference to the first week of classes being "normally the third week in September"

2) removing the requirement that students validate signatures with the Office of the Registrar at least 24 hours prior to the official close of nominations.

3) changing the maximum number of consecutive days between the official date of the call for nominations and the closing of the "academic" undergraduate constituencies from 14 to 18.

Procedures:

The Secretary of Senate shall, each year during the first week of classes, normally the third week in September, call for nominations for candidates to represent the undergraduate and graduate student constituencies.

Nomination of a candidate shall be on a prescribed form, available in the University Secretariat, signed by 10 members of the student constituency eligible to vote. Errors or irregularities in a nomination form constitute grounds for rejection of the nomination. The onus is on the nominee to validate signatures with the Registrar's Office by presenting the nomination form to that office at least 24 hours prior to the official close of nominations. The agreement of the nominee to allow his/her name to stand shall be shown by his/her signature on the nomination form or in an attached letter. The nominee may submit on the reverse side of this form a biographical statement or other comments up to a limit of 75 words."

The completed nomination form must be submitted to the Secretary of Senate not later than 14 18 consecutive days from the official date of call for nominations in the case of undergraduate academic faculty constituencies and graduate student constituencies. In the case of the undergraduate student "at large" constituency, the completed nomination forms must be submitted to the Secretary of Senate within 21 consecutive days from the official date of call for nominations...

Background:

1) The Call for Nominations has been made consistently on the Friday of the first full week of classes. For 2002, the Call for Nominations will be Friday, September 13^th. Since this is during the second week in September, removal of the reference to the "third week of classes" is a correction for this and future years.

2) In the last set of Fall elections, 29 students were nominated to positions on the governing bodies. It was found to be impractical for both the student and the Registrar's Office to have the signatures of the nominee and his or her 10 nominators validated before the form could be delivered to the University Secretariat. With a view to eliminating the reason for an unnecessary lineup outside the Registrar's Office, the Secretariat has proposed that the sentence be removed. The registration status of the nominee and nominators can be checked after the nomination form has been handed in.

3) For 2002, the election schedule has been changed to allow an additional week for the nomination period. The additional 4 days for nominations to be open for the undergraduate student "At Large" constituency for Senate will accommodate this change in the schedule.

The Operations/Agenda Committee approved, on behalf of Senate, the appointment of the following Officers of Convocation:

A.R. Mills has been appointed Chief Public Orator (term to October 31, 2004)

J. Thorp has been appointed Assistant Chief Public Orator (term to October 31, 2004)

3. Fall 2002 Senate Election Schedule

Elections will be held for representatives of the undergraduate and graduate student, faculty and administrative staff constituencies this Fall. The election schedule is outlined below:
