Senate Agenda - EXHIBIT I - April 14, 2000
FOR APPROVAL
Recommended: That the Senate seat held by Theresa Topic as the elected representative of Brescia College, be declared vacant as a result of her appointment as Principal of Brescia College, in which capacity she will continue to attend Senate meetings as an ex officio voting member, and
That Patricia Skidmore, who was appointed to serve as an alternate to Professor Topic during her term as Acting Principal (July 1, 1999, to June 30, 2000), be elected to complete Professor Topic's elected term (to October 31, 2000).
Recommended: That the Senate seat held by Geoffrey Vanderberg, elected representative to Senate for the Graduate Student constituency, be declared vacant as a result of his resignation, and
That Susan McDonald (PhD English II), be elected to complete Mr. Vanderberg's term (April 1 to October 31, 2000).
Recommended: That Jennifer Clark and Richard Telfer elected representatives to Senate for the Graduate Student constituency, be granted leaves of absence, and
That Sean Mulligan (PhD Philosophy I) and, Edward King (MA Comparative Literature I), be elected to serve as their alternates (May 1 to September 1, 2000).
Recommended: That Marc Chernoff, elected representative to Senate for the Undergraduate Student At Large constituency, be granted a leave of absence, and
That Matt Distefano (Medicine II), be elected to serve as Mr. Chernoff's alternate (May 1 to September 1, 2000).
Recommended: That the Senate seat held by Dave Small, elected representative to Senate for the Undergraduate Student At Large constituency, be declared vacant as a result of his resignation (August 31st), and
That Matt Distefano (Medicine II), be elected to complete Mr. Small's term (September 1 to October 31, 2000).
Recommended: That the Senate seat held by Dave Braun, elected representative to Senate for the Undergraduate At Large constituency, be declared vacant as a result of his resignation, and
That Neil Kapoor (ACS IV, SS), be elected to complete Mr. Braun's term (May 1 to October 31, 2000).
Recommended: That the Senate Official Observer membership, formerly held by the Deputy Registrar, be redesignated to the Manager, Applicant Services.
Background:
Recent reassignments of duties within the Registrar's Office have included the discontinuation of the position of Deputy Registrar. The Manager, Applicant Services will attend Senate meetings to provide detailed answers to questions on Registrar's Office operations.
Recommended: That Senate approve:
1) That the Graduate Planning and Policy Committee (GPPC) [Appendix 1] be disbanded; and
2) That the terms of reference of the Senate Committee on University Planning (SCUP) [Appendix 2] be revised to remove reference to its responsibility for approval of graduate scholarships and awards; and
3) That the terms of reference and composition of the Senate Committee on Academic Policy and Admissions (SCAPA) [Appendix 3] be revised to show its expanded responsibility for graduate policy, programs and awards; and
4) That SCAPA be renamed as the Senate Committee on Academic Policy and Awards to reflect its revised mandate.
Background:
The integration of responsibility of graduate and undergraduate programs, policies and awards will allow SCAPA to function fully as Senate's academic policy committee.
To date, unlike all other faculties, the Faculty of Graduate Studies has had to channel proposals for consideration by SCUP (new programs, policy or scholarships) through a Senate Subcommittee, the Graduate Planning and Policy Committee. GPPC meets infrequently as required. Under the new proposal, the Dean of Graduate Studies, after consultation within his or her faculty, would be able to direct academic issues to SCAPA which has monthly, scheduled meetings. Removing the extra step of soliciting GPPC approval first would streamline consideration of Faculty of Graduate Studies proposals.
The streamlined process would remove the responsibility for graduate academic issues from SCUP and place it in the mandate for SCAPA. SCAPA would then be in a position to consider the impact of its decisions on both the graduate and undergraduate levels.
With regard to the proposed change in name of the Senate Committee on Academic Policy and Admissions, the reference to "admissions" in SCAPA's title is misleading since, at the undergraduate level, SCAPA handles all academic policy including admissions, registration, and graduation. There is also a degree of confusion with the work of the Subcommittee on Enrolment Planning and Policy, a subcommittee of SCUP, if SCAPA's title includes a reference to admissions. Under its proposed mandate, SCAPA would have a distinct responsibility for awards; therefore change in the name, but not the acronym, is recommended.
With regard to the change in SCAPA's composition:
Editorial changes will be made to the Constitution of the Faculty of Graduate Studies as a result of Senate's approval of PhD programs in Education Studies and in Rehabilitation Sciences and of the change in the name in March 2000 of the programs in Communication Sciences and Disorders. The Constitution will be revised as follows:
2.0 The Divisions of the Faculty of Graduate Studies shall consist of all members of the Faculty of Graduate Studies in the following programs:
...
(b) Social Sciences: Anthropology, Business Administration, Economics, Education Studies, Educational Studies, Education (Counselling), Geography, ... and Sociology.
(c) Biosciences: Anatomy & Cell Biology, Biochemistry, Communication Sciences & Disorders, Epidemiology & Biostatistics ... Psychology, Rehabilitation Sciences, and Zoology
NB: Education Studies and Educational Studies are two different programs.
