1. Appointment of Architect for the Medical Sciences
Building Renovation Project
At its meeting of May 17, 1999, the Property and Finance Committee approved the award of the Consultant Contract for the renovations to the Medical Sciences Building to the design team led by Malhotra Nicholson Architects Inc. The commission will include updating a previous report and the development of a detailed phased implementation plan at a cost of $37,500, and design services for the first phase of the project at 7.75% of the total construction cost.
The Medical Sciences Building is made up of 20,400 square metres of facilities that were constructed in 1965. The HVAC and fumehood systems are in need of a major overhaul. The deferred maintenance study of the campus identified the Medical Sciences Building for major maintenance. As well, the functionality and physical layout of the laboratories and teaching facilities is, in some cases, problematic. In 1997, a study was completed on the condition, the effectiveness of space use, and the functionality of the facility. This study indicated that approximately $20 million was required to address Code and deferred maintenance issues. An additional $8 million was required to upgrade the facility for modern teaching and research. This commission is to take the development of the project to the next step, that is, to carry out the following:
Depending on the performance of the Design Team, and the availability of funding for implementation of the project, the Design Team could be retained to carry out the design of subsequent phases of the project.
This project has been presented to the Ministry of Education and Training for funding at total cost of $28 million. Considerable discussion has been held with representatives of the Ministry of Education and Training and indications are that it is a project that may well qualify for Capital Funding for facility renewal in the University sector. It is intended to have the design for the first phase of this project completed as soon as possible in order to take advantage of any opportunity funding that may be available.

Accident - Critical Injury
On Thursday, April 29, 1999, a temporary employee of the Physical Plant and Capital Planning Services Division was dumping garbage into a dumpster from a rail on the dumpster, which was approximately one metre above grade. He slipped, fell, and broke his hip. The accident was reported to the Ministry of Labour, who declined to conduct an on-site investigation. A detailed report has been forwarded to the Ministry of Labour as well as to the University's Health and Safety Committee.

On behalf of the Board of Governors, the Property & Finance Committee has approved the following terms of reference for new scholarships, bursaries, awards and prizes.
E. Stanley & Nadine M. Beacock Travel Bursaries (3) (Faculty of Graduate Studies/Social Sciences Division/Library and Information Science)
Awarded to full-time or part-time graduate students in the Masters or Doctoral program in Library and Information Science who demonstrate financial need, to enable them to attend conferences, workshops or field trips or to cover travel expenses and fees associated with a co-op placement. A faculty committee, appointed by the Dean of the Faculty of Information & Media Studies, will select the recipients. One recipient will be selected per term. If there are no worthy candidates in the current term, multiple bursaries can be awarded in the following term. Applications are available in the Dean's Office of the Faculty of Information & Media Studies and must be submitted 30 days prior to the end of the term in which the bursary is sought. Government of Ontario - Marjorie Miller Graduate Research Scholarship (Faculty of Graduate Studies/Biosciences Division)
Awarded annually to a graduate student who is a Canadian citizen or permanent resident enrolled full-time in an approved graduate program who is engaged in Science or Technology research in the Biological and Life Sciences area with preference to a student conducting research in Psychology (MRC/NSERC supported areas only). The scholarship is based on overall academic excellence. To be eligible, students must have maintained a minimum A- (80%) average in each of the last two years of study at the post secondary level. In addition, applicants will be evaluated on research ability or potential, communication skills, and interpersonal and leadership abilities. These latter will be assessed by a research proposal written by the student, demonstrated research productivity, thesis advisor's assessment, faculty reference letters specifically requested for this purpose, and the graduate program's assessment of the candidate. Students must also meet the criteria set by the Faculty of Graduate Studies to fit the OGSST guidelines. Final selection will be made by the Faculty of Graduate Studies Awards Committee. This scholarship was made possible by a generous donation from Marjorie Miller.
Students must apply for this scholarship. Application forms are available from eligible Graduate Program Offices or the Faculty of Graduate Studies. Complete applications are to be submitted to the Faculty of Graduate Studies by Graduate Programs no later than April 1.

Government of Ontario - Dr. David & Mrs. Sylvester Graduate Research Scholarship (Faculty of Graduate Studies/Biosciences Division)
Awarded annually to a graduate student who is a Canadian citizen or permanent resident enrolled full-time in an approved graduate program who is engaged in Science or Technology research in the Biological and Life Sciences area with preference to a student conducting research in Cell Biology. These latter will be assessed by a research proposal written by the student, demonstrated research productivity, thesis advisor's assessment, faculty reference letters specifically requested for this purpose, and the graduate program's assessment of the candidate. Andrea Bailey Memorial Award (Faculty of Engineering Science)
Awarded to a female student entering fourth year of Mechanical and Materials Engineering who demonstrates financial need, a minimum 75% academic average and involvement in extra-curricular activities at the University and in the community. Preference will be given to a student meeting the stated criteria who is in a concurrent degree program. Applications can be obtained from the Office of the Registrar and must be submitted, along with an essay (maximum 300 words), by September 30. Final selection of the recipient will be made by the Chair of the Mechanical and Materials Engineering Department. The recipient must not be in receipt of any other award in the Department of Mechanical and Materials Engineering. This award was established by friends and family in memory of Andrea Bailey.

Self-nominated or faculty nominated candidates must submit a letter of application with a resume and supporting documentation to the Chair of the Nursing Scholarships and Awards Committee by March 15. Final selection of the recipient will be made by the Nursing Scholarships and Awards Committee, upon determination of financial need by Financial Aid Services. Awarded to a student in first year of the HBA program who demonstrates academic excellence and leadership ability. Preference will be given to students interested in pursuing a career in general management, preferably in the food industry. In addition, each recipient will be given the opportunity to undertake a paid work term with Maple Leaf Foods during the summer between the first and second year of the program. The award will be renewed for year two upon completion of year one if the student achieves a grade average in the top half of the class. If the student does not meet this requirement, year two students will have an opportunity to apply for this award. This award is made possible through funding provided by Maple Leaf Foods Inc.
